There's no such thing as an internet policy, at least in terms of a
written set of rules. However, scanning anybody's artwork without their
permission is a copyright violation. Unlike factual newspaper articles, I
feel it would be very difficult to invoke the "fair use" doctrine for
original artwork. This is why you normally don't find images on my dinosaur
page.
