I know Celtic grammar has different word order than most of us are
used to, but I can't make any sense of "Valley the Fountain".


This happens a lot in French place names. Aix-les-bains, for example.

And does this mean that _Pantydraco_ means "valley the dragon"?

Draco is Latin, so the whole name is most likely just meant to be a compound word that includes a shortened version of the place name.
