Philip, it sounds as though you are missing it.

The charge is to make the article freely available to others, via the web. 
Instead of you have to pay a steep fee or can only access it through a 
library with a subscription.

It doesn't cost much to convert something in doc format to pdf - I have 
programs that can do it, adn some of them cost $7.
