If I remember correctly and if the "jugal thingy" is the same as the "jugal boss" present in all Ceratopsia (apart Chaoyangsaurus) are quite different from that present in Zephyrosaurus and Orodromeus infact in Ceratopsia the "jugal thingy" present a dorsoventral crest on the lateral surface of the jugal, this crest divides the lateral aspect of the jugal into rostral and caudal surfaces. This crest seem to be absent in the "jugal thingy" of Hypsilophodontids.
