That is not the rule.
The rule is that the first taxon of familial rank (including superfamilies,
subfamilies, tribes, and subtribes) gets priority.

Neither "Stegoceratidae", "Lycorhinidae", "Yangchuanosauridae", nor any other
family-level rank based on these genera has been named, to my knowledge.

I believe Hypacrosaurinae was named, but (CMIIW) Lambeosaurinae has predence by
ICZN rules, as it was named earlier. (Even if _Hypacrosaurus_ was named before
_Lambeosaurus_.)
