Actually, it was Madsen and Welles 2000.  Oops.

Yes, Samuel Welles, describer of Dilophosaurus.
I think it was peer-reviewed.  It's actually a very detailed paper, with great illustrations.  It's just the phylogeny that is mind-bogglingly obsolete.  Oh, and they apparently couldn't figure out that it was Paul (1988) who assigned Megalosaurus ingens to Ceratosaurus. :-)
