Okay people, I found the quote. Here's what Mr Horner actually said :
"Every year we discover new things," he said. "We now have pretty good
Velociraptor skulls and know that they look very different from how they
were portrayed in the first two movies."
I wasn't too far off the mark, although I may have inferred a little too
much. He also added:
"We've found evidence that Velociraptors had feathers, or feather-like
structures, and we've incorporated that into the new look of the raptor."

And while we're on the subject - A very interesting piece about the making
of the JP3 anamatronics from drawing board to finished article. It strikes
me that some of the scientific accuracy gets diluted with drawing,
re-drawing, modelling and scaling up, etc.
