I doubt it. Huaxiasaurus was supposedly a strong flier and known from numerous specimens. Although they may have lived in the same area about the same time, I don't think they are closely related. My impression was that Huaxiasaurus probably belonged to Aves.
For what it's worth (two cents?),

Does anyone know if the new cf. Sinornithosaurus specimen is connected to the dinobird called "Huaxiasaurus" in various articles last year?
