This is no segnosaur.  The holotype of _Chilantaisaurus_  is a very 
fragmentary skeleton belonging to a large (non-segnosaurian) theropod. 
Sereno et al.  called it a torvosauroid in the paper on _Afrovenator_. 
I'm not entirely sure why.  

(Incidentally, the holotype of _C. tashuikoensis_ includes a large claw and 
I've mused if this mega-claw really comes from the foot rather than the hand.  
With its slightly proximally attenuated third metatarsal, I've wondered if
_Chilantaisaurus_ is really a big maniraptoran.  Probably not, but 
it's worth thinking about.)

The species you're thinking of is _Chilantaisaurus zheziangensis_ 
(I've spelled this wrong I'm sure).  There's some confusion about the holotype
of this species, which probably partly explains why it is been kept 
in the genus _Chilantaisaurus_ by some authors and regarded as a segnosaur 
by others.
