Carpenter et al.'s chapter in _Vertebrate Paleontological Techniques Vol. 1_
(Cambridge Univ. Press, 1995 (or was it 1994?) is out, and discusses this
very topic.

In a nutshell, unless the ribs are articulated properly on a mount, any
question of the orientation of the pectoral girdle is moot.  Sadly, many
dino mounts have demonstrably improperly articulated ribs (including the
Wisconsin Torosaurus). :-(
