  I don't want to seem too defensive but I'd say the line is blurred :-)  
Computers are just new pencils as far as I'm concerned.  I "hand painted" a 
great deal of that image.   I can send you before and after images from the 
original CG render to the finished image if you like. 
Some days I draw with a pencil and sculpt with clay, other days I do both 
digitally.  I've been in this business long enough to know that traditional 
artists make better CG artists than the other way around.  I've always loved 
the final result rather than the process.
