Roaring requires thickened vocal cords. I don't think birds actually have vocal
cords, although that
doesn't necessarily rule out their presence in dinosaurs.
Hissing, squawking, chirping and booming (via resonating chambers) could have
certainly been
possible. The unholy racket made by the tyrannosaur in the Jurassic Park movies
may have been
unlikely.
