I'm pretty paranoid about toxic materials too, though I've used a number of the 
epoxy putty/clay brands shown in Dan's link (including apoxie sculpt, and 
unfortunately not for palaeosculptures - yet).  Most come with a warning about 
skin irritation at the most, but I've had no problems with them so far.  But 
then I don't eat, drink, or stick my Swiss army knife fingers in various 
cranial orifices when using them. ;)

Going over the apoxie material safety data sheet again, I can quote 'stable', 
'safe', 'non-toxic', 'non-hazardous', and 'non-flammable' from a number of 
different sections.  The NFPA hazard rating (scale = 0 'insignificant' - 4 
'extreme') gives it 0 all round for toxicity, fire, reactivity and 'special', 
whatever that is.  A couple of warnings about dust when grinding, but that has 
as much to do with particulates as the product, I think (I've heard of the same 
warnings given on a bucket of sea sand in a lab).  One warning about eye 
irritation.

For the OP's case, I'd also recommend apoxie sculpt.  An alternative would be 
milliput, which is a little less easily sculpted, but harder and also easily 
reworked when cured.  A look at the aves studio and milliput websites might be 
in order.

   Apoxie  is great choice, but it depends on how fast you are going
to work.  With epoxies you sort of have a ticking clock before it
starts to harden, and when it hardens...its really hard.  I also get
freaked out by the toxicity of such clays and use them sparingly.
They say Apoxie sculpt is non-toxic but I dunno.  If anyone knows more
about this let me know.
