The lowermost Deccan basalts are apparently magnetic normal [...] So minimally the Deccan Traps began erupting a few hundreds of thousands of years before the K/T boundary itself.

More importantly, the boundary layer (with the iridium spike and so on) is somewhere in the middle of the lava flow sequence, not at the base. Dinosaur fossils occur all the way to the boundary (in sediments between the basalt layers) and no higher.
