The Web-based journal _Palaeontologia Electronica_ is only an increment
more "publish-y" than us.  It disseminates CDs of its Web-based issues to
libraries and other interested people.  But AFAIK, _Palaeontologia
Electronica_ does not qualify as a medium for naming new taxa by the ICZN
rules.

It does, _because_ it disseminates "100 or more inalterable and durable copies" to public libraries.

Perhaps ironically, the PhyloCode insists on the old rule that publication means "in ink on paper".
