You mean the former. While several other multituberculates (*Kryptobaatar*
and *Chulsanbaatar* for a start) have spurs, others (the only known foot of
*Sinobaatar*, and all specimens of *Ptilodus*) lack them.
As for the venom... what use would this kind of spur be without it? What do
echidnas use their venomless spurs for?
