Actually, I'd assumed that the $2700 was to offset the fees they would 
normally charge to researchers who wanted to purchase online access to 
the article.  Publishers charge between $14 and $40 per article when 
you get an ala carte pdf from their journals, so I assume the they are 
providing authors with the choice to pay themselves rather than charge 
others, making it less expensive for resarchers to get access, and 
therefore making it more likely that people will use/cite the authors' 
research.

I don't like the current models of economics that underlie access to 
peer-reviewed literature any more than you do, but this seems pretty 
much inline with how they are currently structured; the publisher is 
just offering to shift the costs around at the authors' preference.
