The ICZN stops above the superfamily. If Rhabdomorpha was meant to be
something bigger than that, or if (more probable these days) it wasn't meant
to have any rank, then the ICZN ignores it no matter whether it's validly
published in the first place.
In the case she didn't publish it and someone else
mentioned it,that would mean this person is the
"owner" of the name?
Could happen in principle. Would be regarded as unethical, though.
