What is the most accurate chronological date for the Manicouagan impact
event?  I see various numbers on this.  A reference to the most recent
paper would also be appreciated.

AFAIK there is no age estimate with error margins smaller than 10 Ma or more on each side. Spans the entire Norian and Rhaetian, at least.
