I think that only applies to the hind limbs (specifically the ankles).
Even them, reversals sometimes happen, and creatures don't devolve back
out of a group into a more basal one just because of it. As President
Kodos once said: "We must move forward, not backward, upward not
forward, and always twirling, twirling, twirling towards freedom." :)

If only nature knew what was good for it... perhaps warthogs would be
able to reach the ground to graze from a standing position.
