Is Thalassodromeus more primitive than Sinopterus?

Is Thalassodromeus more primitive than Sinopterus?

Just wondering because 

1. Thalassodromeus has (sans crest) a straight rostral profile. 
2.                                              a mandible without a ventral 
keel

Both of these characters are closer to "Phobetor"  than to Sinopterus.

Any thoughts? Are these reversals?
