If they are the same species, the specific epithet changes in any case: 
*kochi* stays because it is older than *rhamphastinus*. In front of that 
it becomes complicated: 
· if the species is *Pterodactylus*, then the result is *Pterodactylus 
kochi*. 
· if it isn't *Pterodactylus*, but *Germanodactylus*, then the result is 
*Germanodactylus kochi*. 
· But you think that *G. cristatus* and *G. rhamphastinus* have next to 
nothing to do with each other, right? In that case, if the latter isn't 
*Pterodactylus*, it must get a new genus name, because *G.* stays with the 
type species, *G. cristatus*. The specific epithet must of course stay 
*kochi*, you can't invent a new one here.
