I wonder if this couldn't really be a swimming pterosaur possibly using it's wings as flippers? If it was really a flyer (wich seems likely as it's most parsimonious) it futher emphasises pterosaurs have something "magical" about themselves or their flying abilities that they brought forth flying animals as extreme as Nyctosaurus and Quetzalcoatlus while birds or bats don't.
