According to all phylogenetic analyses I've seen (Zhao et al., 1999; Sereno,
2001; Xu et al., 2002; Makovicky, 2002; You and Dodson, 2003), yes.
Apparently the undescribed "Xuanhuasaurus" is too. As for the third
traditional chaoyangsaurid, "Tianchungosaurus", it's perhaps a misspelling
of the supposed heterodontosaurid Dianchungosaurus. Impossible to say from
the literature.
