This is not true. And unless there is going to be a presentation
otherwise, I would like to comment that both snakes and lizards bear a
flexible, mobile lip, even is in the latter it only moves during opening
of the jaw; and in the former, can be moved through actions of bones
independantly of the opening or closing of the jaw. The presence of
ligamental and muscular bands in the lip of snakes, at least, would
indicate that there ARE reptiles with mobile lips.
