They're all different. The Pinyin and Wade-Giles transcriptions of <lu>, <lü>
and <liu> happen to be the same. Note, however, that things are not so simple
after Pinyin <j> (= WG <ch>), <q> (= WG <ch'>), <x> (= WG <hs>) and <y> (that
is, alveopalatal and palatal consonants):

ju chü (*not* equivalent to <jiu> = <chiu>)
juan chüan
jue chüeh
jun chün
qu ch'ü (*not* equivalent to <qiu> = <ch'iu>)
quan ch'üan
que ch'üeh
