Chasmosaurus or Arrhinoceratops?



Ok, this question is kinda directed toward list member HP Andy Farke, as the resident ceratopsian expert, but any one else with the knowledge can add their X-amount of cents as well :)
 
Can you please explain why the chasmosaur seen here: http://www.past.ab.ca/Chasmosaur.htm
currently residing at a japanese museum has forward curving brow horns? I was under the impression that all chasmosaurs sp. had, if any at all, rearward curving brow horns. Is this even a Chasmosaurus, it all most looks like Arrhinoceratops to me.
