There is a problem with the term "valid." Do you mean scientifically valid or 
nomenclaturally valid? There is considerable subjectivity associated with 
scientifically valid names (e.g.: Are nomina dubia scientifically valid or 
not? Are junior subjective synonyms scientifically valid or not?). Although 
the concept of nomenclatural validity has considerably less associated 
subjectivity, there is still the problem of what constitutes publication of a 
generic name.
