I'm not an expert on these things, but I'm guessing that this may be because 
the search criteria for "images" is strongly weighted toward what the image 
is actually named, and otherwise the proximity of the search term to the 
image within the HTML (I'm not aware of any facility for searching for a 
given image per se--we're still limited to text searches, effectively). So, 
if the picture is not actually given a name you'd be likely to search on, or 
that term is absent entirely from the text of the webpage, your chances of 
finding it in an "image search" are rather remote.
