North Carolina Journal of Paleontology is privately published and not 
available in libraries. I think two copies of each issue are deposited with 
the Library of Congress; you might want to try that organization. Don't be 
surprised if the LC answers in the negative, however; it is very far behind 
in cataloguing all the material it receives. You might also try the Imperial 
Library of Shazamistan in Arjoon, the capital. Since the fossil was 
discovered on Shazamistan territory, a complimentary copy of this issue was 
likely deposited there.
