This is an honorific, honoring a person named Price.
It is the genitive of the latinized form of the name.
That is it means Price's Staurikosaur. >>
This would be Llewellyn Ivor Price, perhaps Brazil's foremost vertebrate
paleontologist of the 20th century and a protege of Alfred Sherwood Romer. As
a field paleontologist he collected numerous fossil vertebrates from all over
Brazil, including dinosaur material, and as an artist he provided some of the
illustrations for Romer's _Vertebrate Paleontology_.
