    It is an independent development. The two have nothing to do with 
each other. The synsacrum supports the pelvis and the notarium supports 
the shoulder girdle.  

 Birds, though, have the entire

    No, they have the dorsal series reduced and the notarium is the 
fused dorsal vertebrae.
