Hold on. _Triceratops_ had supratemporal fenestrae, just like any other
diapsid. It just didn't have windows in the frill. Two different
things. The supratemporal fenestrae were fairly small openings just in
front of the base of the frill.
The only way for the muscle to get to the upper frill is to go

As explained above, a non-problem. No animal has ever had the jaw
musculature run outside the jugal.

You're a little out of date. _Triceratops_ was a derived chasmosaurine, a
long-frilled ceratopian, with a short, solid frill.
