I have access to a fairly sophisticated server system here at IU. In the 
past, I have created web sites for the radiologic sciences, a rad sci 
professional organization, a rad sci education certification group and of 
course the one I really care about: The Dino Art and Modeling Page. Anyway, 
I would be willing to discuss using some web space with the radiology 
physicist who developed the system with large grants etc. Of course, it is 
not a sure bet, but if people are interested, maybe I can help.

The best solution here is to require paper archives.

I think the udea of attaching some sort of a review mechansim to
the e-journal might help.
