Tom is right that the peer review system can be useful. I have often found it
so in both directions. The problem that is has become too controlling and
nonoptional, to the point it is often oppressive. 

Publishing on-line should be self correcting via "review" by comments on the
paper. This will require a certain tolerance for making mistakes and
correcting them in public.
